Польстившись на 600 процентов годовых, сотни уральцев решились торговать на валютном рынке, но остались с огромными долгами по кредитам. Попасться на удочку легко: многие мечтают в одночасье разбогатеть. Вот и екатеринбургский таксист Владимир Максимов поверил пассажирке, которая пригласила его пройти бесплатное обучение в инвестиционной компании.

В хорошо обставленном офисе фирмы «Манхэттон» обаятельные девушки и юноши в строгих костюмах расписывали преимущества торговли на валютном рынке: оказывается, даже банкам большую часть прибыли приносит передача денег в управление трейдерам! Валютными спекуляциями они за год увеличивают вверенную им сумму в шесть и более раз.

— Ты сам что выберешь: положить деньги на депозит под 8% или зарабатывать по 600? — говорил менеджер и предлагал для обучения открыть демосчет у брокера «Гранд Капитал». Принимали клиентов радушно: кофе-чай, а иногда даже фуршеты с шампанским и фруктами. Демонстрировали собственный счет с десятками тысяч долларов… Антураж успеха создавал и колокол: в подражание Уолл-Стриту его звоном отмечали успешные сделки, оказывая новичкам честь в эту рынду ударить.

Тем временем менеджер все настойчивее советовал: пора открыть реальный счет! Начать хотя бы с 5 тысяч долларов. Нет денег? Возьми кредит! Мол, сам так делал: за пару месяцев игры на бирже заем погасил и вышел в плюс. Можно еще пройти обучение у аналитика, дать деньги в управление опытному трейдеру или купить суперробота из Японии за 150 тысяч рублей. Уже потеряв все, Владимир узнал, что «уникальный робот» — это бесплатная программа Golden Profit.

Добившись согласия клиента открыть депозит, менеджер звонил «специалисту», у которого «в банках все схвачено — поможет взять кредит за 20%». Ну а дальше человек набирал займов на сотни тысяч рублей, оплачивал услуги «специалиста» и обучение, а оставшиеся деньги переводил на счет у брокера. И начиналось самое интересное.

— Среди тех, с кем я общался, я мастодонт: мой счет продержался почти месяц. Обычно все происходит за несколько дней, а у некоторых деньги исчезли буквально за сутки, — рассказал Максимов.

Он считает, что это может сделать и сам брокер, и «прокладочная» компания, привлекающая клиентов: менеджеры настойчиво просили заходить в «личный кабинет» именно с их компьютеров, а значит, могли сохранить пароли. По словам Владимира, на его счете кто-то открыл шесть убыточных сделок: за 15 минут депозит (8 тысяч долларов) был «слит».

От смены вывесок люди не меняются


Позже Владимир стал лидером инициативной группы людей, потерявших деньги после обучения в «Манхэттоне». Но у многих уже опускаются руки, поскольку как только на такую контору подаются заявления в полицию, она меняет название и спокойно продолжает деятельность. Так, весной «Манхеэттон» закрылся — и появилась «Оксфорд Групп». Работают в ней те же люди, что в беседе со мной подтвердил директор компании Дмитрий Шинкарев. На эту фирму уже тоже поданы заявления: как сообщили «РГ» в областном УЭБиПК, в отношении «Манхэттона» и «Оксфорд Групп» ведется проверка.

— Пусть проверяют, у нас никаких экономических нарушений нет, — не переживает Шинкарев. — Бывает, клиенты недовольны потерей денег, но мы не имеем к этому никакого отношения: человек торговал у брокера сам — мы всего лишь его консультируем.

И вправду, самой компании клиенты обычно платят только за консультационные услуги, а большую часть средств перечисляют на депозит у брокера, перед этим подписав уведомление о рисках.

Сайты на одно лицо


В офисе «Гранд Капитал» в Санкт-Петербурге сотрудник пояснил: любое физическое или юрлицо может через сайт брокера стать его партнером и получать за привлечение клиентов комиссионные. Но их деятельность брокер не контролирует. На запрос редакции руководство «Гранд Капитал» ответило, что «Манхэттон» и «Оксфорд Групп» их партнерами не являются, связь с этим брокером отрицает и Шинкарев.

А вот Вера Соломенникова, которая после обучения в «Оксфорд Групп» потеряла 24 тысячи долларов и рискует лишиться квартиры, таким заявлениям не верит:

— Когда трейдер проиграл все мои деньги и объявил себя банкротом, менеджеры предложили попробовать отыграться самостоятельно, — рассказывает она. — Обещали, если я вложу еще деньги, на мой счет брокер зачислит бонусы. Их действительно перевели, для чего менеджер «Оксфорда» указывал некий партнерский код «Гранд Капитал».

«Оксфорд Групп» — далеко не единственная компания, предлагающая клиентам открыть депозит у этого брокера. Помимо Екатеринбурга и Омска подобные фирмы обнаружились в Москве, Оренбурге, Уфе, Краснодаре, Казани, Тюмени, Ростове-на-Дону и даже Алма-Ате. При этом у компаний в Уфе, Казани и «Оксфорд Групп» абсолютно идентичные сайты, даже отзывы клиентов совпадают дословно — разные только названия и адреса.

Пока готовился материал, офис «Оксфорд Групп» закрылся на ремонт, его сотрудники перебрались в другой бизнес-центр и теперь работают под вывеской «Ричмонд».

Легальных форекс-дилеров — 8


Спекуляции с валютой на рынке Форекс крайне рискованны — можно потерять все. Остроты им добавляет активность мошенников.

С 2016 года осуществлять деятельность форекс-дилеров в России могут только компании, имеющие лицензию ЦБ РФ, — сейчас их всего 8. Мошенников, работающих под видом официального форекс-дилера, больше.

— Как правило, клиенты таких фирм сталкиваются с проблемой, как только хотят вывести свои деньги, — говорит начальник отдела противодействия нелегальной деятельности Уральского ГУ Банка России Елена Дружинина. — Уже то, что вам предлагают удивительно низкие комиссии, различные бонусы, должно насторожить. В любом случае, прежде чем подписывать договор, внимательно его изучите, при необходимости проконсультируйтесь с квалифицированным специалистом и не спешите принимать решение. Обязанности и правила работы форекс-дилеров прописаны в Законе «О рынке ценных бумаг», в статье 4.1.

Признаки мошеннических фирм
Отсутствие в рекламных и информационных материалах указания на номер и дату выдачи лицензии Банка России. Даже при наличии реквизитов лицензии перепроверьте информацию на сайте Банка России (cbr.ru).
Обещание высокого дохода, в разы превышающего ставки по банковским вкладам. Обещание доходности запрещено ч. 2 ст. 28 ФЗ «О рекламе».
Отказ от предоставления клиенту проекта договора или иных документов для предварительного ознакомления, либо полное отсутствие договоров.
Оказание услуг иностранной компанией (вопросы претензионного характера с ней вам придется решать в правовом поле иностранного государства).
На сайте отсутствует описание рисков.
При регистрации «личного кабинета» клиент перенаправляется на сайт сторонней компании, или в документах, когда вы ставите галочку о согласии с порядком предоставления услуги, мелким шрифтом прописан отказ от какой-либо ответственности перед вами.
Пополнение форекс-счета предлагается произвести наличными или электронными деньгами. В легальной компании счета пополняются через банк.
На занятиях в обучающем центре ведется активная агитация за выбор определенного форекс-дилера, и он не имеет лицензии Банка России.
На сайте и при личном общении указывается, что вывод собственных средств возможен только через несколько дней после заявки клиента.
Банк России предупреждает
Валерий Лях, директор Департамента противодействия недобросовестным практикам Банка России:

— Помимо компаний, нелегально оказывающих услуги на рынке Форекс, в Банк России поступают обращения, связанные с организациями, которые под видом обучения трейдингу вовлекают потребителей в мошеннические схемы. Их организаторы создают сайты, схожие до степени смешения с сайтами официальных компаний, и необязательно из сферы форекс-услуг, и предлагают ученикам именно через них осуществлять сделки. На самом деле деньги в таком случае перечисляются на карты мошенников или автоматически списываются с клиентского «личного кабинета», так и не попадая на реальные торги.
Зачастую клиентов таких центров заводят на сайт иностранной компании. Однако в этом случае при возникновении проблем придется решать их по месту «прописки» этой организации.

Ключевые группы, по которым «работают» организаторы таких псевдо-форекс-компаний, — это молодежь, активно пользующаяся интернетом. Зачастую такие услуги для молодых людей предлагаются под видом азартной игры, в таком случае средний уровень потерь колеблется в диапазоне 10-50 тысяч рублей. Кроме того, в поле зрения мошенников — люди зрелого возраста, которым предлагают «выгодно инвестировать», «обучить инвестициям» и даже «предоставить индивидуального управляющего». В таких случаях речь идет о существенных суммах, многолетних накоплениях вплоть до миллионов рублей. Одним из характерных признаков подобной мошеннической схемы является то, что клиентам для участия в ней активно предлагают взять кредит или микрозаем, чтобы скорее вложить их в «выгодно растущий финансовый инструмент». В случае таких предложений нужно быть крайне осторожным.
